It will just touch at best. When you are replacing a toilet or resetting an existing toilet after a repair there are a few key things to check to ensure a good seal and prevent leaks. If your flange sits even or below the floor then it s wrong. Hammer a shim gently between the floor and the toilet base to bring a low side up. This is very important. Place the carpenters level across the toilet bowl side to side and note where the bubble level is.

I m using the oately xl ring. The problem is when the ring is placed on the toilet it only extends 1 4 beyond the base of the toilet. Toilets are sealed to the floor flange with a wax ring but the height of the flange and the tightness of the flange bolts. Take for instance tiling a new bathroom floor that ended up raising floor height way above the toilet flange.

When you install your toilet flange it should be installed on top of the finished floor and it should also be installed perfectly level.
